"the commerce clause refers to Article 1, Section 8, Clause 3 of the U.S Constitution, which gives congress the power "to regulate commerce with foreign nations, and among the several states, and with the Indian tribes."

the reason HTML seems to work even if it has syntax errors is due to browser having built in ways to parse the code meaning it will still show but most likely look way different then you would want.
