Germany, Japan and Italy were the Axis Powers.

Explanation:

Fascist and militaristic nationalist ideologies, great ambitions of power and conquest  and common geopolitical interests paved the way for a convergence of the three powers. Germany and Italy had signed previous agreements; Germany and Japan had signed the Anti-Commintern Pact against  the communist international expansion driven by the Soviet Union.

In September 1940, Germany, Italy and Japan signed the Tripartite Pact in Berlin. It meant in practice that if a third country attacked one of the signatories , then the other members would  declare war on that third party. The pact was actually aimed at the United States, an attempt to discourage its entry into WWII on the Western Allies´ side.
