Personally, because the sons of liberty did the Boston Tea Party which who Samuel Adams is the leader of, i think that he is most responsible. But I doubt it, I think that the British Parliament (Government) caused it because The Sons of Liberty was formed because of The Stamp Act which was started by the British Parliament itself. So i'm gonna put the decision on you whether its "Unofficial Colonial Groups" or "British Government".
