Indeed, under the Articles of Confederation there was no Chief Executive, because there was no federal government. Congress was in charge of administering the country and it lacked the powers to do so. The adoption of the Constitution meant the adoption of federalism as a form of government which in turn mean that there was now a legal framework to establish an executive that would enforce laws passed by Congress.
