The u-2 spy incident increased the tension between the two nations and helped escalate the Cold War.U-2 flights were a voliation of soviet territory and risked a violent soviet response. Hope this helped:)

In elitist theory power is seen as concentrated amongst a few groups or individuals, including the government. Elitist theory would suggest that only a few major pressure/interest groups, such as the NRA or AARP, actually have any influence, and that even they struggle to gain power because it is concentrated in the hands of a few members of government.

Democracy is a system of government where the citizens exercise power by voting. In a direct democracy, the citizens as a whole form a governing body and vote directly on each issue. In a representative democracy the citizens elect representatives from among themselves.

It is reliant on the intensity of the attack as well as the power of the attacking nation.
 some countries have been attacked and literally never fought back but surrendered if the attacking nation is more powerful in terms of military power.
in case the intensity of the attack can be absorbed, a country can also opt for diplomacy as war is the ultimate sanction in international relation.
in case the country feels it has the capacity to protect its sovereignty then fighting back is the only option.
