Since Roman was expanding and it didn't have control of their lands and couldn't govern most of it. It kept expanding until the western part of Roman was conquered by Barbarians.

Women were eventually needed for work in the factories, because of all of the men were either being drafter or decided to fight in the war. and they thought women had never worked before due to the WWII and all of the sudden flocked to the factories to help out in the war effort.
