The second paragraph of the Preamble of the Bill of Rights says that it will fulfill the purpose of making sure the government does not abuse its powers when it states the following: "The conventions of a number of the states having at the time of their adopting the constitution, expressed a desire in order to <u>prevent misconstruction or abuse of itws powers</u> (...)".
