Congress limits the power of the president by means of controlling the money, making the laws, and having the power to disapprove government officials appointed by the president such as judges etc. They can also over ride a veto like they did to Obama when congress wanted to sue Iraq Obama vetoed and congress over ran the veto.Congress also has the power to approve treaties and declare war
