Why was Adam's commissioning of William Marbury never officially effective?

It was not effective because the official papers of Adams did not reach the office properly before the administration and thus Jefferson refused his appointment on this ground.

William Marbury was one of the most successful business men in the United States of America. He was also one of the mid night judges which was appointed by the then President of the nation.

He was very important in the case of 1803 because this was the first case of the supreme court to be involved in the judicial review and he played a great role in that case. He was involved actively involved in campaign for Adams but did not turn out to be effective because the official papers of Adams did not reach the office.
