He did not like the idea to have permanent agreements with foreign nations. He preferred short agreements in case of wars or conflicts, and as soon as the conflict was over, the agreement too.

But that was then, and today is different. Every single country in the world needs the help of other countries. That is why nations sign cooperation treaties in trade, foreign policy, and more.
