This phrase is "The City Upon a Hill". This sermon was introduced during the disembarkment of the Puritans in Arabella going to New England. The word "city" was referred to the first settlement that composes of the Puritan members and leaders. They wanted to create a city that follows the values and teachings of the Puritan ministry.
Scarcity of resources. The European countries and Japan didn't have all the resources they needed in order to keep up industrialization and a few other reasons. They resorted to taking over other lands in order the "cheaply" obtain the resources.
Sure, violent games can influence some kids, but taking away things that a child likes is like taking away their identity and what they like to do. Some might say, "Oh, they can find others," but it can't be assumed that whoever plays a violent game is going to become a killer. And why should the law ban enjoyment?
