Since the person was pulled from the water and is gasping, there should be approximately 2 ventilations before CPR begins.  When performing CPR, the chest should be compressed no more than 2.4 inches. If possible, a breathing barrier should be used, but if there is not one, it is okay to start CPR. Someone should call 911, and give them details about the drown so they can send rescue. Perform CPR until paramedics or police arrive or until the patient is breathing on their own.
