Dorothea Dix (1802-1887) was an educator that dedicated part of her life to helping the mentally. She had social reformers ideas and work for more humane treatment for the mentally ill. She contributed to the reforms of the 1800s by protesting outside prisons until Congress changed the prisons and state asylums. She saw wit horror how those people were treated at hospitals in Massachusetts and started to talk to US legislators to built hospitals that could attend mentally ill people.

I would say the two goals are developing humane treatment for the mentally ill and establishing hospitals for the mentally ill. Dorothea saw the terrible living conditions of the mentally ill and started a reform to fix them because they were treated terribly. They were abused and found playing with rats etc.
