Roy first put forth the concept of a Constituent Assembly for India.  The Indian National Congress (INC) formally called for a Constituent Assembly to create India 's constitution for the first time in 1935. Cabinet Mission was a delegation sent by the then  British Prime Minister, Atlee to India in February 1946. The delegation was composed of three British cabinet members  Stafford Cripps, A.V. Alexander Alexander, and Pethick Lawrence. The goal of the Cabinet Mission was to address the transition of power from British leadership to India.
