Conveniently, not a lot of math is required on this one. Let's go through slope intercept form, which is defined as:

y = mx+b
m = slope
b = y intercept

We know that parallel lines must have the same slope. Therefore, our new slope is 1/2. Now normally, we'd have to solve for the y intercept, but we're lucky this time. It's already given to us in the form of (0, -2) - which means the line crosses the y-axis at (0, -2).

That means your equation is:

y = 1/2x - 2
