jefferson submitted his "rough draught" of the Declaration on June 28.  Congress eventually accepted the document, but not without debating the draft for two days and making extensive changes.  Jefferson was unhappy with many of the revisions—particularly the removal of the passage on the slave trade and the insertion of language less offensive to Britons.

The Articles of Confederation and Perpetual Union was the first constitution of the United States. After more than a year of consideration, it was submitted to the states for ratification in 1777, but not enough states approved it until 1781.

Under the Articles, the US economy faltered, since the central government lacked the power to enforce tax laws or regulate commerce.

The national government had no power to coin money, so states made their own. This is a problem because it makes it much harder to do business across state lines. This problem was fixed in Article I, Section 8 of the Constitution, which gives the national government the power to coin money.

I don’t understand the way you wrote the question. But I’ll try to answer it.

Southerners did not want the Federal Government to tax them because the taxes that they were already paying were Slave Taxes. If you bought a slave from a store, you had to pay a 30% sales tax on that slave. And then from henceforth on, you had to pay more then $400 to the Federal Government every month to keep your slave. If you didn’t, the slave was enlisted in the Union Army without your consent.

Bills in the United States are formally debated in Congress. A bill must be sponsored by a representative and studied by a committee before it is debated. After these actions are taken, the bill is given a debate in which it will be amended and debated. The bill starts in the House of Representatives. If it passes by a majority vote there, then it will go to the US Senate to be debated/voted on.
