The best design for this study would be a CENSUS. This is the best design for the study if the City of Atlanta council wants to know whether the residents are in favor of the beautification of the downtown area. So basically, in a census, a survey of the population is being conducted and this kind of survey usually focuses on the preferences of the individuals of that population.
