I believe the answer is: A. iroquois

In 1142, the Iroquis created the iroquis Confederacy which united five Disctinct nations in southern great lakes which later known as the great league of peace.
Due to their political and millitary power, the colonist couldn't override them with force so they always been a factor that limit the Government movement everytime they made a decision.

The Iroquois Confederation was made up of five tribes: Mohawk, Onondaga, Oneida, Cayuga, and Seneca.


The Iroquois Confederation brought the five tribes together for defense and trade but each tribe remained sovereign. This became the format for the original US government under the Articles of Confederation. The original 13 states wanted to remain sovereign but come together on matters that concerned all of the states.
