The answer is 'c' because the scatterplot does increase exponentially from 1950 to 1960, and in 1960 the population looks about 8 times greater than 1950. It cant be II because even if the graph may seem as if it is going up, 1990 is decreasing. So that is why I think the answer is 'c'.
