American Revolution left the young country in dept of wealthy merchants. Congress did not have the power to tax and states have to raise taxes to pay their debt. It often leads to crises like that in the case of regions of Massachusetts where farmers unable to pay taxes losing their land. They rebelled under the leadership of Daniel Shay who was a former war veteran. Although the rebellion was failed it exposed the weakness of Congress and the need for a strong federal government.
