This evaluation tests whether the family can actual survive without government help.

In the United States it is used to see if a family qualifies for Medicaid, assistance for needy families, Supplementary Nutrition Assistance Program , Educational Opportunity Grant and other government services for those who can't afford.

In the past it has be useful in the United State to help people who have faced great depression to help those people find homes or food stamps and Medicaid.
