The Congress had the power to declare war and enter into treaties with foreign powers. It could establish a postal service and coin money. However, the Congress couldn’t levy taxes. Money for the central government depended on donations from the states, based on how much land they controlled. In other words, the Congress couldn’t fund an army without hoping that money would be provided from the states. It could do little to control the western lands, since money might not be available for that purpose. The weaknesses in the Articles of Confederation are summarized in the figure below.
