Nevertheless, the bank measure easily passed the House with a vote of 39 to 20, and on February 25, 1791, President George Washington signed it into law. Congress allowed the bank's charter to expire 20 years later. Representative James Madison of Virginia fought for the Constitution's Bill of Rights while he was serving in the House.
