I believe the answer is: "Hayes dealt with the problem of corruption by advocating a "thorough, radical, and complete" reform of the civil service.

prior to this radical changes, civll workers are mostly influenced by connection rather than the skills and competency of the candidates. Many republican at that time use their connection to promote their friends or relatives to the government body, which cause the split among the republican party.
