The attribution theory is based on 3 parameters namely:

2. Consistency

3. Distinctiveness

A behavior is said to be external when the subject individual has no control over it due to the other party involved behaving in a certain way to the subject.

It is internal when the subject individual has control over their behavior.

In this case everyone knows Zewde as a nice individual who gives large tips when she goes out to eat so when she and other customers yell at the waiter then it means the behavior is certainly from the waiter. She has no control over the behavior which makes it an external attribute.
