                                         change in y       -1 - (-3)            2
First, find the slope.  m = ----------------- = -------------- = -----------
                                         change in x        -2 - (-2)           0

We can NOT divide by zero, so the slope here is undefined.  That means that the graph of the line thru these 2 points is a VERTICAL one with no y-intercept.

Since both points are on the line whose x-coordinate is -2, that's the equation of the line:

x = -2.
