For the first question, I would say that it's a) true. Sometimes it seems like there is only one option, i.e. do or not do it, but that's also two different options!

For the second question, the correct answer is : d).all of the above. when you make a decision, you consider the alternatives and the decision is about an action (you can't really make a decision for example about your feelings)
