The pre-conventional level of moral development is characterized by punishment-avoidance behavior, wherein individuals make moral decisions based on what suits their interests and desires while disregarding others and rules set by them. Individuals in this level of moral development are likely to try and "get away with" breaking rules as long they believe they will not get caught and punished for it.
