Many say that Napoleon was an enlightened despot in this regard because although he held complete control over his territory, he was tolerant of many differences in his kingdom such as different religions. Yet there was nothing that he truly reformed in this regard.

There were 55 delegates who attended the Convection. Some of the key delegates were George Washington, James Madison, Benjamin Franklin, Alexander Hamilton and Luther Martin of Maryland. The constitutional convection was called to make revision to the Articles of Confederation.
