When the precapillary sphincters are relaxed, that is open, blood will pass through the TRUE CAPILLARIES. 
When blood are flowing through the true capillaries they take part in exchange with the tissue cells. When the precappilary sphincters are closed, blood normally flow through the shunting, thus bypassing the tissue cells.
