I would think Theresa and Shirley did not qualify for the state championship since they fell below the State Qualifying distance.
Let x = State Qualifying Distance and y = a track members long jump length relative to state qualifying distance

Note: the State Qualifying distance is the zero

$y \ \textless \ 0$ indicates a non-qualifier
