I believe the answer is: If certain individuals are exempt from the law then that will lead to demagogues or dictatorships.

When the government acts on its own interest, it could took control of every resources in the country by force which left the people with basically no ownership over anything in the society, which make the citizens become powerless. Because of this, he supported the democratic system of government.
