Aunque el concepto de “fallas del mercado” en el sector privado ha sido reconocido desde hace mucho tiempo en economía, la aceptación de las “fallas del gobierno” es ahora mucho mayor que antes. Si bien buena parte de las fallas del gobierno puede atribuirse a incentivos institucionales y a políticas fiscales inadecuadas, esas fallas son una realidad. La gran rotación de los ministros y el personal principal de los ministerios de agricultura puede dificultar grandemente el proceso de formular y ejecutar políticas coherentes. Sin embargo, los gobiernos tienen un papel sobresaliente en la movilización de consensos hacia políticas apropiadas de desarrollo y su traducción en acciones concretas.

They had to protect and preserve their new boundaries, but they did not have to be the aggressors against the Union :)
