La gran rotación de los ministros y el personal principal de los ministerios de agricultura puede dificultar grandemente el proceso de formular y ejecutar políticas coherentes. Sin embargo, los gobiernos tienen un papel sobresaliente en la movilización de consensos hacia políticas apropiadas de desarrollo y su traducción en acciones concretas.
