The Marshall Plan was not founded in 1947. The Marshall Plan is a name for the Economic Recovery Act which was signed on April 3, 1948, by President Truman in honor of the then Secretary of State, George Marshall, who had proposed in 1947 that United States give economic aid and help in rebuilding regions that were devastated by World War II. The Marshall Plan included Isreal and a number of other countries and regions.
