I would say that the answer is the Panama Canal. Even though construction began in 1904, it is the only canal I can think of which fits the description given. 

The canal cuts across the isthmus of Panama and it connects the Atlantic and the Pacific Oceans.

The Panama Canal,  they built it for travelers to go through there so they dont have to go all the way down to the bottom for South America. it was easier to pass through there than anywhere else in the world to get from the Atlantic Ocean than the Pacific Ocean.

This words affected his argument. He was speaking on the possibility that if the Europeans were to leave India, it Hindus and the Muslims can't formed a peaceful goverment together, while again saying that a democratic goverment has the Ability to control not only the majority but also the minority. In is speech, he stated that both were of different Nationality and therefore both can not formed a goverment together but he fail to realize that he was also against his point when he laid down the attributes of a Democratic goverment
