Answer:

I thing the rail road was somewhat negligent because they should have mad flashing lights so the driver could see the sign. I think both Galen and the railroad are to blame although the railroad should have a bright lights so they driver could see the sign I do think Galen could still see the sign and that they should do further investigating till they can make a decision whether or not Galen stopped at the sign
