Turn it into an improper fraction 

Multiply 7 and 4 and add 3 which is over 4 which is \frac{31}{4}

Multiply by 4 | for each bracelet being made

\frac{31}{4} * \frac{4}{1}= \frac{124}{4}

124÷4=31
