The open door policy is a concept in foreign relations and economy. It originally postulated that should exist the same commercial conditions of the great powers in China.
The first advances were made by the United States in the Open Door Notes of September-November 1899 sent to the major powers by Secretary of State John Hay. <u>The purpose of these notes was to get the powers to declare that they would defend the territorial and administrative integrity of China </u>and that they would not interfere with the free use of the Chinese ports located within their spheres of influence in China.
"<span>D)China and the countries with spheres of influence" is correct but it should be noted that John Hay only sought the approval of other countries </span>such as Britain and France. <span />
It was met with opposition but Wilson was determined to
establish such an organization to prevent another great war from happening
again. Unfortunately, many in the Senate
disapprove of the proposal but Wilson still wanted this to come true. He became ill as a result and this led to his
death.
