$x + \frac{1}{3}=9$

We know that:

$\frac{a}{b}+\frac{c}{d}=\frac{a.d+b.c}{b.d}$

So,

$x + \frac{1}{3} = \frac{x.3+1.1}{1.3} = \frac{3x+1}{3}$

$\frac{3x+1}{3}=9$

Pass the 3 as multiplication

$3x + 1 = 3.9$

$3x + 1 = 27$

$3x = 27 - 1$

$3x = 26$

$x=\frac{26}{3}$
