Hmm well the <span>"Did Confucius make a difference?" answer is quiet simple. Yes he did, he made a difference by spreading hope and spreading inspirational text. 
answer to </span><span> "Can one person make a difference?" yes on person can make a difference. rather it be a good difference or a bad one everyone makes a difference. a few examples of ppl who make good differences:
Therapysts; athereapyst makes a difference by helping ppl out of suicide or talking ppl threw there problems
Firefight; a firefighter rescues ppl from fires and puts out said fire
Doctor; a doctor saves lives and helps ppl feel better.

Before the Cold War, the atomic age started. Three nations: England, USA and Soviet Union, decided that during World War II, they would construct the nuclear bomb. Britain set aside its own job and became a junior partner in 1943 of the Manhattan Project. Before August 1945, the Soviet effort was tiny. British and U.S projects were motivated by fear of a German nuclear bomb, but Germany chose not to make any severe attempts in 1942 to construct the bomb. The United States produced two bombs ready for use by August 1945, in an exceptional show of science and industrial power. By that time, Germany had been defeated, but President Harry S. Truman chose to use the Japan bomb.

The shutter speed is amount of time the film is exposed to incoming light. The slower the shutter speed, the more time the film is exposed to light. A photographer would want to use a slower shutter speed if he/she was taking a photo in a dark location, so the light has more time to enter, and vise versa.

A higher (or faster) shutter speed allows less light to hit the camera sensor or film strip (if using an analog camera). Conversely, a lower (or slower) shutter speed allows more light to pass into your camera. The focal length of your camera's lens can help you determine a base shutter speed.
