First of all, let's evaluate what a technological advancement is. A technological advancement is something that is created to help people live an easier, longer, and helpful life. A technological advancement is also something we could apply to everyday life to solve problems. In this case, we're finding which one is NOT a technological advancement.

Looking at A, the key word is designing. Hand tools out of stone were created long ago, and did indeed help people live easier, happier lives, opening up MANY opportunities.

Looking at B, the key word is the same, designing. They designed weapons out of metal long ago, and it did indeed help the people live easier, happier lives, opening up opportunities to hunt.

Looking at C, the key word here is creating. Integrated circuits are something that we still use today, all the time! It most definitely is a key part of modern technology, making it an incredible technological advancement.

Looking at D, there's not really anything being created. Streams and rivers were not created by man, therefore, it's not a technological advance.
