He believed in 2 things which might help you. I don't really know what term you are looking for, but here are the two things he brought to the table.

1. He was very concerned about states rights believing that the states should have the balance of power shifted to them.

2. He believed that domestic policy had to be addressed rather than war and terrorism which is what Bush emphasized.

He was accused of being more of a socialist than a federalist (which might even be true). You could call him a social democrat.

Unlike the States of the Union or a <u>Commonwealth (Union of several sovereign states)</u>, the US territories are considered as sub-national administrative divisions, this means that these territories are without sovereignty and thus they lack representation in Congress and are administered directly by the federal government.

These territories can be classified as incorporated or unincorporated as well as if they have an organized government or not.

It's important to make a note here since the US has 16 territories, <u>5 of which are inhabited and have a government (Guam, American Samoa, US Virgin Islands, Northern Mariana Islands, and Puerto Rico)</u> and <u>11 which are islands with no population or government.</u>

The theory of natural rights was outlined by John Locke during the Enlightenment.

The idea of natural rights essentially supported that by being born and a part of the natural order, people were granted rights by God that no government could take away but rather must support and protect. Thomas Jefferson was a student of the Enlightenment and believed in the ideas of John Locke. This passage of the Declaration of Independence demonstrates Jefferson's view on government and their duty to protect and support those natural rights.
