The Ninth Amendment to the Constitution of the United States (Amendment IX) is part of the United States Bill of Rights. Its main idea is to protect rights that are not expressly enumerated in the Constitution.
The Ninth Amendment is offently considered by the courts as denying any extension of governmental power due to the enumeration of rights in the Constitution, but the Amendment has not been considered as the additional governmental power its limits.
