Under the Articles of Confederation, Congress was responsible for conducting foreign relations, declaring war, and maintaining an army, among other minor matters. However, the articles prohibited Congress from setting taxes, regulating interstate commerce, and enforcing laws. This situation would change with the approval of the US Constitution in 1787.
