The argument over the <u>"Doctrine of Nullification"</u> was debated in the Senate. Senator Robert Hayne of South Carolina concluded that if a law was harmful to a particular state, it was the right of that state to declare the law null and void. Daniel Webster of Massachusetts argued that only the Supreme Court could declare a law null and void. He ended his speech with this famous quotation: "Liberty and Union now and forever, one and inseparable."
