According to the Bible Jesus only chose to surround himself with male disciples.

Jesus choose exclusively men to apostles.

The Church has no right to change what Jesus decided.

An example of this would be if a government wanted to pass legislation on a certain issue the citizenry would vote directly on that piece of legislation rather than voting for representatives who would then make decisions about governance.
