And it put Andrew Johnson in charge who also wanted to punish the south and had a very bad relationship with the Congressmen.

The first amendment was very careful not to make rules that would force people to believe what they did not believe. As long as the religion does not advocate violence against someone else, they should be free to believe in any religion that does no harm.
