.08 refers to 8 hundredths, or 8/100. .80 and .8 are equivalent, as they both mean 8/10. So, the answer is no. .08 is equal to neither answer.

No, they are not the same. .08 is smaller than .80

Decimals represent a total count of 100 (to reach the whole number 1.00). So .80 is 80/100 and .08 and 8/100. (You can plug these fractions into a calculator and they will give you the same decimal result.)

Leaving off zeros at the end is optional, but just because you write them doesn't mean they don't exist. We can write the whole number [one] as 1 or 1.00, or 1.0000000000000000. They are all the same. 

You can write 0.80 as 0.8 or .8 or .80 or 0.8000000000000000.

You can write 0.08 as .08 or 0.08000000000000.
