i just took the test and the answers are:

Henry swims at 1.6 laps per minute and Larry swims at 1.8 laps per minute. Henry swims at a slower rate than Larry

The table is missing though but you may consider the following calculations :

Y = 1.6 x
for x = 1 minutes
 Y = 1.6 laps
for x = 2 minutes
Y = 3.2 laps
for x = 3 minutes
Y = 4.8 laps
