For every lb you have, you have 16 oz. So, you multiply your 7 lbs by 16 to covert it to oz.

7 * 16 = 112 oz

Finally, you have to add your other 4 oz to your 112 oz (7 lbs).

112 + 4 = 116

Your answer would be 116 oz.
